The Sisters of St. Francis today announced Kathryn Howe Ruscitto has been appointed the 13th President and Chief Executive Officer of St. Joseph’s Hospital Health Center, effective January 1, 2011.
Ruscitto has been employed at St. Joseph’s Hospital Health Center since 2001, when she was named Senior Vice President for Strategic, Development and Governmental Affairs. In 2009, she was named Executive Vice President.
During her tenure, she has led initiatives dedicated to improving quality and safety throughout the hospital network. In addition, Ruscitto has further developed physician relationships and has led strategic planning for St. Joseph’s, placing it in a strong position for the future. Under her leadership, St. Joseph’s has grown as a strong North side anchor. Ruscitto spearheaded the hospital’s involvement in the revitalization of the North side, including the expansion of St. Joseph’s mission services to the community.
She also has been instrumental in leading a multi-million dollar hospital renovation project that not only improves the Prospect Hill neighborhood, but also the quality of care for patients and their families.
Throughout her personal and professional career, Ruscitto has dedicated herself to civic-minded and mission-driven roles. She previously worked for Loretto as senior vice president of strategy, where she implemented the Program of All-inclusive Care for the Elderly (PACE) and developed community collaborations and partnerships that still exist. In 1988, she was appointed the Administrator for Human Services for Onondaga County. In that position, she oversaw the development of the Emergency Communications Center (E911), which merged most police, fire and EMS dispatch and communication services. Ruscitto was instrumental in reforming the Department of Social Services and Children’s Division, including a reform plan that helped to lower the infant mortality rate in the County.
Ruscitto is a Dame of the Knights and Dames of Malta, an international Catholic charitable relief organization. She serves as Chair of the National Committee for Response to the Haitian disaster for the Federal Association of Malta. She is also a member of Syracuse 2020, the Healthcare Association of New York State, and a board member of several local and national health care and philanthropic organizations.
Ruscitto received her Bachelor’s degree in political science and economics from Le Moyne College, and a Master’s degree in public administration from Syracuse University’s Maxwell School.

“I have somehow always been connected to the Sisters of St. Francis in some way, shape or form throughout my life,” said Ruscitto. “I have always identified with their mission and am humbled and excited to have been chosen as the leader of one of their largest organizations.
“I look forward to working with physicians, nurses and support staff who on a daily basis work to solve problems for the residents of our community,” she continued. “I have a great deal of admiration for them and the Sisters’ talents and dedication of compassionate health care to our patients and their families.”
Ruscitto resides in the Town of Onondaga with her husband, Daniel, and daughter Elizabeth.
